Until now, Zak Gibbs’ greatest challenge has been finding a way to buy a car. After his Vice-president suddenly dies, the President (Jeff Bridges) who is near the end of his final term, decides to leave a legacy by selecting a woman to fill the position. Enter a Senator (Joan Allen), who has shifted from the Republican Party to the Democratic. Initially appearing to be the perfect candidate, an allegation suddenly appears that she had been involved in a sexual orgy as a 19 year old in college. The confirmation committee chairman (Gary Oldman), a Republican, leaks the information to the press, while using the press discussion as a forum to bring it into the hearings. The chairman desires to get a Governor (William Petersen) into the office. The Governor had become a national hero when he attempted to rescue a young woman from a car that crashed from a bridge into deep water near where the Governor had been fishing.

Someone does a nasty hatchet job on a San Fransisco big noise and the Assistant D.A. takes charge of the investigation. Through a web of blackmail and prostitution involving the Governor, an old lover of the law man emerges as a prime suspect and he has to deal with his personal feelings as well as the case.

When fiftysomething Suzette loses her job as a bartender she decides to make a road trip to visit her old friend Vinnie who she hasn’t seen since their days as groupies back in the day. On the way she meets Harry, a nervous writer who says he is going home to confront his father, then shows her his gun. Once they reach their destination Suzette finds that Vinnie is now Lavinia, a conservative housewife who is reluctant to reexperience the flower power of her youth, and Harry finds confrontation with himself rather than with his father.
