Right after taking out Ra’s Al Ghul’s plan and the mysterious disappearance of Dr. Jonathan Crane AKA Scarecrow, Batman continues his seemingly-endless effort to bring justice to Gotham’s crime and corrupt with the help of Lt. James Gordon and new appointed District Attorney Harvey Dent. But this time, The Dark Knight faces a rising psychopathic criminal called The Joker, who’s eerie grin makes him more dangerous than what he has yet to unleash. Universal Soldier II continues the story of Luc Deveraux, who has survived his experiences as a Universal Soldier, recovered, and is now working as a technical expert on a government project to revive and improve the Universal Soldier training program. When S.E.T.H., the supercomputer controlling the Soldiers, goes haywire and takes over, Luc is the only one who can battle this elite team of deadly, near-perfect warriors.

Two master thieves go at odds with one another as one sets the other up for a crime. The first (Alec Baldwin), a suave pro who does his job and then hides in his own privacy, listening to old jazz records and caring for his ailing dog, Wally. The other (Michael Jai White) is a local gangster with a taste for the finer life, who decides to eliminate the competition. This ignites a war between the two men and their aides. An angry mob boss (David Byrd) and a female police officer (Rebecca De Mornay) try to sort the mess before things get too out of hand.

Orin Boyd (Seagal) is a Detroit cop who doesn’t follow rules. After he saved the Vice President by violating every order he received he is transferred to one of the worst precincts in the city. There he quickly encounters some corrupt cops selling heroin to drug dealers. The problem is, it’s very difficult to tell who is the bad guy and who you can trust.
