Elvira, who is the host of a cheap horror movie program finds that she is the heir to an aunt’s mansion in New England. The mansion is the home of some interesting magical items, but her first conflicts come from her attempts to bring some life to the small town, especially to the young people. The adults of the town are appalled by her dress, her tone, in fact everything about her, especially her sexual references.

Morgana, sister of Ursula, almost steals the baby Melody from her parents, Ariel and Eric. To protect Melody, she’s told never to enter the ocean, but by her 12th birthday, she’s been swimming there for years. She discovers the magic locket that was to be her christening gift, which makes her visible to Morgana. Morgana tempts her by offering her fondest wish, to turn her into a mermaid; however, to remain a mermaid, she’ll have to steal the magic trident from King Triton (who, unknown to her, is her grandfather). Meanwhile, all the sea creatures are searching for her. Along the way, she joins up with comic relief sidekicks Tip (a penguin) and Dash (a walrus). When she returns with the trident, Morgana’s evil nature is revealed, and there is a massive battle of good and evil.

Phillip Brainard, who is a professor at a college and a small time worker in his own basement, is trying to create a great invention. Unfortunately he always failed to invent something, but he is so obsessed about it that he even puts off his own wedding to his fiancée, Sara. One day, he finally invents something that works, this substance can cause even the heaviest things to bounce in the air, ‘flying rubber’, but Brainard called it “Flubber”. However, he sees Sara going out with another professor from another college and several criminals trying to rob him. So, Brainard has to find out a way to defeat the criminals and to get back his Fiancee. Hopefully, Flubber can help him.
