After the assault, rape and murder of her 17-year-old daughter at home, Karen becomes obsessed with putting the rapist behind bars. What Karen soon finds is that the criminal justice system is more interested in procedure than justice and soon frees the killer of her daughter on a vague technicality. Karen finds that she has no options but to proceed with her own plans for justice as the system has again failed to protect the innocent and the victims.

Rudy is an American of Mexican descent who is caught up in an immigration raid on a factory. Deported to Mexico as an illegal immigrant, he has no way of proving that he is in fact an American citizen, and is forced to rely on his cunning to sneak his way back home.

Based on the true life experiences of poet Jimmy Santiago Baca, the film focuses on half-brothers Paco and Cruz, and their bi-racial cousin Miklo. It opens in 1972, as the three are members of an East L.A. gang known as the “Vatos Locos”, and the story focuses on how a violent crime and the influence of narcotics alter their lives. Miklo is incarcerated and sent to San Quentin, where he makes a “home” for himself. Cruz becomes an exceptional artist, but a heroin addiction overcomes him with tragic results. Paco becomes a cop and an enemy to his “carnal”, Miklo.
